Some features of the electron-phonon mechanism in cuprate high-temperature superconductors (HTS) are considered to explain their properties. It is shown that the interaction of electrons with weakly fixed oxygen ions in the crystal lattice can lead to a strong electron-phonon interaction, and this explains the high critical temperatures in cuprate HTS. Based on this approach, the presence of a Tc maximum in the homologous series of cuprate HTSPS is explained and a method for searching for new HTSPS with higher critical temperatures is proposed. Keywords: high-temperature superconductivity, electron-phonon interaction, boundary conditions, Ginzburg-Landau theory, oxygen ions, "jelly" model.
